Mayor Snyder called the meeting to order at 7:00 p.m.

  1. Resolution 2017-101 a resolution setting date for Public Hearing on Ordinance 2017-10 amending the Elkhart Code of Ordinances Chapter 165.16: Zoning Regulations – Administration and Enforcement

Motioned by Just, Seconded by Nolte, motion carried unanimously.

 

  1. Resolution 2017-102 a resolution submitting properties owned by the City of Elkhart for application for voluntary annexation and authorizing the Mayor to execute the voluntary annexation application on behalf of the City

Motioned by Nolte, Seconded by Just, motion carried unanimously.

 

  1. Resolution 2017-03 a resolution to review or waive the City’s right to review and make comments on plat of surveys within two miles of the City of Elkhart

Motioned by Just, Seconded by Nolte, motion carried unanimously.

 

  1. Resolution 2017-04 a resolution setting date for Public Hearing on voluntary annexation applications filed with the City of Elkhart

Motioned by Nolte, Seconded by Shipley, motion carried unanimously

 

  1. Discussion regarding quotes for concrete slab work for a Public Works salt and sand storage hoop building

Councilmen Nolte and Smith discussed with Council the need for a hoop building to store salt and sand for snow removal and road maintenance purposes. City Clerk provided an assessment of budget numbers for the project.

  • Resolution 2017-05 a resolution accepting bid and authorizing payment for concrete slab

Motion by Nolte to accept the quote from CTI, Seconded by Just, motion carried unanimously

 

  1. Discussion regarding snow removal operations and Public Works equipment

Councilman Nolte reported to Council the concerns of City Public Works employees in regards to snow removal operations within the City. Currently the City only has the large plow truck which is not suitable for servicing the alleys, intersections, and cemetery. Public Works requested a snow blade attachment for the City’s skid steer. Quotes were provided for three pieces of equipment.

  • Resolution 2017-106 a resolution accepting quote for skid steer now blade and authorizing payment

Motioned by Fors, Seconded by Smith, motion carried.

 

  1. Discussion regarding the position of Management Intern with the City of Elkhart

City Clerk provided Council with a review of the application process and candidates interviewed. Questions were answered in regards to duties and responsibilities of the position.

  • Resolution 2017-107 a resolution appointing Miranda Wehde to the position of Management Intern with City of Elkhart

Motioned by Shipley, Seconded by Nolte, motion carried unanimously.

 

  1. Resolution 2017-109 a resolution setting date for Public Hearing on review of application for State Revolving Fund load from the Iowa Department of Natural Resources

City Engineer Bob Veenstra and City Clerk explained the need for a 30 day notice for this public hearing and the process involved with holding this hearing.

Motioned by Shipley, Seconded by Fors, motion carried unanimously

  • First reading of 2017-09 amending the Elkhart Code of Ordinances Chapter 22: Parks and Recreation Board

Motioned by Just, Seconded by Shipley, motion carried unanimously

 

  1. Reports:

 

Just:

Gave review of the Iowa League of Cities Annual Conference. Made mention of the report of the Fire Department in regards to the intersection of NE 126th and NE 38th and the possibility of discussing traffic control measures with Polk County.

 

Fors:

Noted that the odor issues stemming from the sewer lagoon have improved.

 

City Clerk:

Informed Council of the upcoming Municipal Leaders Academy, donations to be made by Elkhart Time Trial Series, upcoming League of Cities budget workshops, and services available to the City through the Iowa Rural Water Association and some of the projects that would be occurring in coming months.

 

  1. New and Miscellaneous Business

None

 

  1. Discussion regarding training burn to be conducted by the Elkhart Fire Department
  • Resolution 2017-108 a resolution authorizing the Elkhart Fire Department to conduct a training burn at 275 NW Main Street and authorizing Fire Chief Alan (Chip) Mathis to sign the necessary permit applications on behalf of the City of Elkhart

A presentation was given on the permit application process, safety control measures, and training plan by Captains Jason Lemke and Chris Mathis. The floor was opened for questions from Council and the public in attendance in regards to this training burn. Discussion ensued.

Motioned by Fors, Seconded by Smith, motion carried.

Motioned by Shipley, Seconded by Fors, motion carried unnanimously.

Mayor Snyder adjourned the meeting at 8:45 pm.
