  1. Call to Order

Mayor Snyder called the meeting to order at 7:00 p.m.

 

  1. Pledge of Allegiance

Mayor Snyder led the room in the Pledge of Allegiance.

 

  1. Roll Call

Council members present: Michael Just, Steve Nolte, Kevin Smith, Brian Shipley.

Councilman Chad Rumbaugh was absent

 

Staff present: City Clerk Kyle Michel, City Engineer Bob Veenstra, Fire Chief Chip Mathis, Planning and Zoning Chairman Mike Kappos

 

  1. Approval of the Agenda

Motioned by Nolte, Seconded by Just, motion carried unanimously.

 

  1. Public Hearing:
    1. Budget Amendment for Fiscal Year 2017

Motioned by Nolte to open the hearing, Seconded by Shipley, motion carried unanimously. Hearing opened at 7:05 p.m.

City Clerk provided explanation of the proposed budget amendment as well as when amendments need to occur. No comment from the public.

Motioned by Nolte to close the hearing, Seconded by Just, motion carried unanimously. Hearing closed at 7:10 p.m.

 

  1. Citizen Hearing and Other Communications:
    1. Polk County Sheriff Report given by CPT Mark Russo
    2. Robert Boggs – Mean Machine Cycle

Introduced his business to the Council and his intent to purchase commercial property in Elkhart for the expansion of his business.

 

  1. Resolution 2017-38: Consent Agenda for May 22nd, 2017

City Clerk gave a review of the items on the Consent Agenda.

  1. Sewer Lagoon Update and Financing
    1. Presentation provided by the City’s municipal advisor Matt Stoffel of Public Financial Management regarding the financing options for the upcoming sewer lagoon project.

 

  1. Resolution 2017-39: A resolution to waive the right to review the plat of survey for the Stokka/Schmidt parcel.

City Engineer gave explanation for the City’s need to waive the right to review by resolution.

Motioned by Just, Seconded by Smith, motion carried unanimously.

 

  1. Resolution 2017-40: A resolution to waive the right to review the plat of survey for the Gass parcel.

Motioned by Just, Seconded by Nolte, motion carried unanimously

 

  1. Resolution 2017-41: A resolution accepting Jetco quote number 5189C.

Motioned by Shipley, Seconded by Just, motion carried unanimously.

 

  1. Resolution 2017-42: A resolution authorizing road closures for the Elkhart Pub.

Motioned by Shipley, Seconded by Smith, motion carried.

 

  1. Resolution 2017-43: A resolution accepting the Data Technologies software agreement for the Payroll ACH Module.

Motioned by Just, Seconded by Nolte, motion carried unanimously

 

  1. Resolution 2017-44: A resolution authorizing the purchase of playground mulch from Altoona Mulch.

Motioned by Shipley, Seconded by Nolte, motion carried unanimously.

 

  1. Resolution 2017-45: A resolution to renew the City’s membership with the Iowa Communities Assurance Pool.

Motioned by Just, Seconded by Nolte, motion carried unanimously.

 

  1. Resolution 2017-46: A resolution to certify the Fiscal Year 2017 Budget Amendment.

Motioned by Just, Seconded by Nolte, motion carried unanimously.

 

  1. Discussion regarding the position of City Attorney with the City of Elkhart.

City Clerk gave a review of the current status of the search for a new City Attorney.

 

  1. Discussion regarding changes to Iowa law pertaining to fireworks.

Discussion ensued and the City Clerk noted that the City’s fireworks ordinance would need to be reviewed and amended in order to comply with State code.

 

  1. Reports:

 

Mayor:

Informed Council that another resident had their chickens attacked by a dog at-large.

 

Nolte:

Informed Council that the City has been showing consistency on the water quality reports and that fluctuation had been mitigated.

 

 

 

Shipley:

Gave an update to Council on the construction progress for the garage at Memorial Park. Informed Council that an order had been placed for the replacement timbers for Prairie Pointe Park.

 

Smith:

Reminded Council that the City Festival was coming up on June 24th and that their assistance would be needed to ensure the event was a success.

 

City Clerk:

Informed Council of the quotes received for water meters and the order that would be placed before the end of fiscal year. Bought to the Council’s attention the Polk County 28E agreement for mutual aid for Public Works and the need to accept the agreement by resolution at the next Council meeting. Reminded Council that Cleanup Day would be June 10th. Informed Council that election documents had arrived at City Hall; Snyder, Shipley and Rumbaugh are up for reelection this year. Informed Council that the transfer of the new City website was underway and should be live by close of business on Wednesday. Informed Council that the City’s bond attorney, MidAmerican Energy, and the Greater Des Moines Partnership would be in attendance at the June Council Meeting.

 

Fire Department:

Gave report in regards to April’s calls.

 

Cemetery Association:

Reminded Council of the upcoming Memorial Day service at 9:30 a.m. on Memorial Day.
